This case involves the early voting legislation enacted by the Maryland General Assembly. Senate Bill 478, passed by the General Assembly two days before the end of the 2005 legislative session, ultimately became Chapter 5, Laws of Maryland 2006, and was codified as a new § 10-301.1 of the Election Law Article, Maryland Code (2003, 2006 Cum.Supp.).
