Plaintiff Michael Walters ["Walters"] has brought this action against the Village of Colfax ["the Village"], Gary Milton ["Milton"], the Village Mayor, and Laurence Baker ["Baker"], a member of the Village Board of Trustees, alleging that the defendants' conduct has violated his rights under 42 U.S.C. § 1983 and Illinois state law.
