Plaintiff, Omar Mmubango, a black male born in Kenya, sued Michael Leavitt, Administrator of the U.S. Environmental Protection Agency ("EPA") for race discrimination, national origin discrimination, and retaliation in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq.
