I. INTRODUCTION

This matter is before the Court on Plaintiff's Motion for Preliminary Injunction filed on September 8, 2006. The preliminary injunction hearing was held on September 20, 2006. For the reasons that follow, Plaintiffs Motion for Preliminary Injunction is GRANTED.
