We transferred this case to this court on our own motion to interpret G. L. c. 221C, §§ 1-3, which provides a right to the assistance of an interpreter to non-English speakers who have difficulty speaking and understanding English. The plaintiff, an Italian immigrant, claimed that a bagging machine manufactured by the defendants (see note 2, supra) caused her severe injury.
