An anonymous plaintiff, hereinafter referred to as "John Doe," brings this action pursuant to 42 U.S.C. § 1983, seeking declaratory and injunctive relief with respect to Pennsylvania's Registration of Sexual Offenders Act ("Megan's Law"), 42 Pa.
