MEMORANDUM OPINION AND ORDER

FULLER, Chief Judge.

A police pursuit of a car driven by Desmond Kendrick (hereinafter "Kendrick") ended in a collision between Kendrick's vehicle and a vehicle in which Kenneth and Tina Sanders and their son were traveling. Injuries sustained in the collision took the lives of Desmond Kendrick and L.C., the two-year old daughter of his cousin, Sabrina Kendrick, who had been in Kendrick's car.
