On December 31, 2002, petitioner petitioned the United States District Court for the Middle District of Florida to issue a writ of habeas corpus under 28 U.S.C. § 2241. At the time, he was incarcerated at the Coleman Federal Correctional Complex, which is located in the Middle District of Florida, had served more than twenty-two years of a federal sentence, and had been scheduled by the U.S. Parole Commission to be paroled on March 9, 2003.
