Zoumade Madjakpor, a native of Togo, entered the United States illegally in 1989. In 1999, Madjakpor was charged with removability for having entered the United States without being admitted or paroled. See 8 U.S.C. § 1182(a)(6)(A)(i). He conceded removability, but requested withholding of removal and relief under the Convention Against Torture (CAT).
