The Nebraska Department of Health and Human Services, Office of Juvenile Services (OJS), appeals from an order of the county court for Scotts Bluff County, sitting as a juvenile court. In that order, the juvenile court denied OJS' request for a higher level of treatment for Christopher R., who had previously been adjudicated for the sexual abuse of minors and had been receiving treatment at the Lincoln Regional Center (LRC)....
