MEMORANDUM OPINION

BUCKLO, District Judge.

James Duff was charged in a 33 count indictment with engaging in a racketeering conspiracy under 18 U.S.C. sec.1962(d) involving fraud against the city of Chicago, another fraud scheme involving Workmen's Compensation insurance, and money laundering. He was also charged with tax fraud. Mr. Duff pled guilty to all charges shortly before his trial was to begin. I held a three-day sentencing hearing in his case...
