This appeal arises from the tragic shooting deaths of Prince George's County Deputy Sheriffs James Arnaud and Elizabeth Magruder, who were gunned down on August 29, 2002, while attempting to serve an Emergency Psychiatric Commitment Order (the "Emergency Order") on James Ramiah Logan, appellant.
