MEMORANDUM OPINION

ELLIS, District Judge.

The matter is before the Court on pro se defendant's motion to vacate, set aside, or correct sentence pursuant to 28 U.S.C. § 2255. Both defendant and the government have fully briefed the procedural issues raised in defendant's motion, and defendant's substantive § 2255 claims do not require a responsive pleading from the government. Accordingly, the matter is now ripe for disposition.
