This habeas corpus proceeding under 28 U.S.C. § 2241 began on January 5, 2004, when pro se petitioner Michael L. Serafini filed in his underlying criminal cases a document entitled, "PETITION FOR HOME DETENTION AND IMMEDIATE HALF-WAY HOUSE PURSUANT TO 18 U.S.C. § 3624(c)."
