On March 4, 2004, this Court dismissed plaintiffs' 42 U.S.C. § 1983 claims for lack of jurisdiction under Article III of the United States Constitution. On March 15, 2004, Pedro Méndez-Soto and Alberto Medina-Velázquez (collectively "plaintiffs") filed a motion for reconsideration (Docket No. 38).
