In the case at bar, Plaintiffs seek compensation under the Emergency Medical Treatment and Active Labor Act ("EMTALA"), 42 U.S.C. § 1395, for the alleged inadequate medical treatment of Luis Ortiz-Roubert ("Ortiz-Roubert" or "patient").
