This matter involves the authority of the Rental Housing Commission ("RHC" or "Commission") to dismiss an appeal. We remanded the matter to the RHC for reconsideration of its authority to dismiss petitioner Joseph Mullin's appeal due to his failure to comply with an order of the RHC.
