Schlegel appeals from the order of the Court of Common Pleas of Allegheny County (common pleas) that issued a writ of mandamus and directed him to collect the per capita taxes levied by the Plum Borough School District (school district) for the 2003-2004 fiscal year, in accordance with the school district's resolution.
