This appeal arises out of disciplinary action taken by the Ocean City Police Department, appellant, against Sergeant Dale Marshall, appellee, an officer in the department. On January 8, 2002, appellee apprehended a bank robber. Subsequently, he received notice that he was under investigation with respect to "actions prior to and after the capture." Appellee appeared for scheduled interrogations on two occasions and refused to answer any questions...
