In 1990 Michael Newell was convicted of dealing cocaine, in violation of IND. CODE § 35-48-4-1, and sentenced to 30 years in prison. Newell timely filed a petition in the federal district court for a writ of habeas corpus under 28 U.S.C. § 2254, see Newell v.
