This is the third appearance before this court of this case involving medical care provided to inmates at the DeKalb County Jail.1 DeKalb County2 appeals the trial court's award of attorney fees to the inmates under OCGA § 9-15-14(b). Because the conduct identified by the court did not justify the fee award, we vacate and remand.
