Atlantic Coast Mechanical (ACM) worked as a subcontractor for R.W. Allen Beers Construction (Beers) on a construction project, the Children's Medical Center in Augusta. In May 1996, the parties entered into a trade contract agreement which provided that ACM would perform the heating, ventilation, air conditioning, and plumbing work for the project. In April 1998, ACM submitted a request for an equitable adjustment (REA) based on increased labor costs...
