¶ 1 Richard Glassel opened fire at a homeowners' association meeting, killing Nila Lynn, Petitioner Duane Lynn's wife. In the ensuing first degree murder case against Glassel, Petitioner asserted a right under Arizona's Victims' Bill of Rights, Ariz.
