This is an action for damages brought pursuant to 42 U.S.C. §§ 1983, 1988, for the wrongful death of Anthony Hernández-González (hereinafter "Anthony"), a 17-year-old resident of the Monte Park Residential Housing Project (hereinafter "Monte Park").
