United States, 26 CIT ___;, 206 F.Supp.2d 1304 (2002), this Court remanded aspects of the determination by the United States Department of Commerce ("Commerce") in Final Scope Ruling; Antidumping Duty Order on Petroleum Wax Candles from the People's Republic of China (A-570 50k); SFCC, Compl. App. Ill (Feb. 12, 2001) ("Final Scope Ruling").
