Petitioner Carlos Jenkins was convicted in the Circuit Court of Cook County of possession of between 1 and 15 grams of a controlled substance with intent to deliver within 1,000 feet of a church. Mr. Jenkins was sentenced to 12 years in prison. He has applied to this court for a writ of habeas corpus pursuant to 28 U.S.C. § 2254, seeking reversal of his conviction and a new trial.
