Plaintiff, Dismas Charities, Inc. ("Dismas Charities") challenges the Department of Justice's recent changes to its rules for designating the place of incarceration for federal offenders. Dismas Charities operates community correction centers under contracts with Defendant, Bureau of Prisons ("BOP"), and has lost revenues as a result of the rules change.
