Defendants, Officer Richard Whittaker, Officer Kevin Nuss and the Oldham County Fiscal Court ("Oldham County") have moved for summary judgment on all Plaintiff, William Fultz's, remaining claims.1 Early on in the case, Defendants moved for summary judgment on qualified immunity grounds.
