On 12 April 2000, Phillip Carriker, President of plaintiff Structural Components Int. Inc., was mailed a red-light citation pursuant to the "Safelight" program initiated and operated by defendants City of Charlotte and Lockheed Martin IMS. The "Safelight" program is authorized in certain designated North Carolina cities and towns pursuant to N.C. Gen.Stat. § 160A-300.1 (2001).
