This matter is before the Court on plaintiffs Amended Motion for Leave to Proceed In Forma Pauperis and his Motion for Relief from Judgment pursuant to Fed. R.Civ.P. 60. Plaintiffs motion requesting leave to proceed as an indigent raises the recurring issue of enforcement of the "three strikes" provision against frequent filer inmates under 28 U.S.C. § 1915(g).
