¶ 1 Richard S. Woodworth ("appellant") appeals the trial court's decision denying imposition of sanctions and attorney's fees against Denise M. Woodworth ("appellee"). The primary issue is one of first impression: whether Arizona Revised Statutes ("A.R.S.") § 25-408(D) (Supp.2000) requires sanctions when one parent fails to give notice to the other of an out-of-state move affecting the other parent's custody or visitation...
