{¶ 1} On June 24, 2002, the Council of the city of Columbus, Ohio, enacted Columbus City Ordinance No. 0754-02, which imposes an excise tax of $4 per passenger vehicle per day upon the short-term rental of passenger vehicles within Columbus.
