Defendant-appellant Oscar Alonso Londono-Quintero, a native of Colombia, was lawfully admitted into the United States in 1984. He resided in Rhode Island from 1984 to 1991 and then in Florida until he was deported in 1998. In 1999, he illegally returned to the United States. On February 6, 2001, he pled guilty to a federal indictment charging him with illegal reentry into the United States after having been deported, in violation of 8 U.S.C....
