This action is brought by plaintiff, Gloria Halcomb, against her employer, the Office of the Sergeant-at-Arms of the United States Senate, pursuant to Title IV of the Congressional Accountability Act of 1995, 2 U.S.C. §§ 1301-1438 (2000) ("CAA"), for alleged racial and sexual discrimination and retaliation.
