In this action, duly commenced pursuant to 19 U.S.C. § 1516a(a)(1)(C) and 28 U.S.C. § 1581(c), the plaintiffs seek judicial review and reversal of the (preliminary) determination of the International Trade Commission ("ITC") that imports of carbon and certain alloy steel wire rod from Egypt, South Africa and Venezuela that are alleged to be sold in the United States at less than fair value are negligible...
