Plaintiffs filed this class action lawsuit pursuant to the Natural Gas Policy Act (NGPA), 15 U.S.C. § 3301 et seq., and 42 U.S.C. § 1983. Plaintiffs seek a declaratory judgment that plaintiffs have a property interest in certain refunds defendants have received, and will receive, related to the Kansas ad valorem tax refunds that interstate pipelines paid to natural gas producers from 1983 through 1988...
