This case arises out of a contractual relationship between Designer Direct, Inc. d/b/a/ Levin Associates Architects ("Levin") and the DeForest Redevelopment Authority ("DRA"). The contract between the parties involved the redevelopment of the downtown area of DeForest, Wisconsin.
