HENRIKSEN, J.

In this opinion, the Court reviews the constitutionality of Title 11, Section 768 of the Delaware Code.1 That statute, entitled "Unlawful Sexual Contact in the Second Degree; Class G Felony", reads as follows:

A person is guilty of Unlawful Sexual Contact in the Second Degree when the person intentionally has sexual contact with another person who is less than sixteen (16) years of age or causes the victim...
