This matter is before the Court on cross-motions for summary judgment. More specifically, both the Plaintiff in this action, Credit Recovery Systems, LLC ("CRS"), and the Intervenor in this action, the United States of America (hereinafter the "Government") have filed motions for summary judgment adverse to one another.
