The plaintiffs, David Lytle, Jeanette Lytle, and Joan Maguire (collectively, the "Lytles"), have challenged the constitutionality of Virginia Code Section 46.2-930, which prohibits loitering on bridges designated by the Commonwealth's Commissioner of Transportation.
