The plaintiff, John C. Gibbons, appeals from the decision of the workers' compensation review board (board) affirming the decision by the workers' compensation commissioner (commissioner) dismissing his claim for benefits. On appeal, the plaintiff claims that the board improperly affirmed the commissioner's decision because the commissioner incorrectly applied the law to the subordinate facts.
