The United States Navy ("Navy") announced that it intended to resume inert ordnance training on the island of Vieques sometime after April 27, 2001. In response, Plaintiffs have moved for a Temporary Restraining Order ("TRO") to prevent the Navy from conducting training operations on the island of Vieques.
