In the Circuit Court for Baltimore City, a lead poisoning action was filed against the former owner of 835 N. Washington Street, on behalf of Charles Stokes ("Stokes"), a minor,1 who formerly lived at that address. The current owner of that property, 835 Washington Street, LLC, appellee, refused appellants' request for access to the property in order to conduct a test for the presence of lead-based paint.
