This action was brought under 42 U.S.C. § 1983 by four Windsor Locks residents against the Windsor Locks Board of Education (the "Board"). The plaintiffs alleged that the Board's policy regulating public participation at its meetings violated their rights under the First and Fourteenth Amendments.
