On May 6, 1997, Ohio State Patrol Trooper Corey D. Davies stopped a vehicle operated by the defendant, Roberto Lozada, on the Ohio Turnpike. Trooper Davies approached the passenger side of the vehicle and informed the defendant that he was stopped for speeding. The defendant was in the driver's seat, the front passenger seat was empty, and there were two passengers in the back seat. Trooper Davies asked the defendant to produce a driver's license...
