On May 6, 1997, Ohio State Patrol Trooper Corey D. Davies stopped a vehicle operated by the defendant, Roberto Lozada, on the Ohio Turnpike. Trooper Davies approached the passenger side of the vehicle and informed the defendant that he was stopped for speeding.
