On April 12, 1989, Petitioner Rafael Mendez was found guilty of murder, attempted robbery and unlawful use of a firearm by a felon in Cook County, Illinois. He was sentenced to 50 years in prison. Mendez has filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254, alleging ineffective assistance of counsel, the state's knowing use of perjured testimony and discovery violations...
