Before the Court are the motions for summary judgment of Defendant Belknap [docket entries 62 and 88] and Defendant Donnelly [docket entry 89], as well as Defendant Donnelly's motion to impose sanctions on Plaintiff's counsel, filed on July 17, 2001.
