MEMORANDUM OPINION AND ORDER

WINGATE, District Judge.

Before the court is the second motion of Ronnie Conner for reconsideration of this court's Memorandum Opinion and Order of March 31, 2000, by which this court denied the petitioner's request for habeas corpus relief. On December 14, 2000, this court denied Conner's first motion to reconsider and entered a final judgment on January 19, 2001.
