This case arises out of the proposed revitalization of the Darst-Webbe Family and Clinton Peabody public housing developments on the near south side of the City of St. Louis. Plaintiffs brought twelve counts (Counts I-XII) against the St. Louis Housing Authority(SLHA), and seven counts (Counts XIII-XIX) against the United States Department of Housing and Urban Development (HUD).
