All but two of the plaintiffs in this lawsuit are civil detainees held in the "Sexually Violent Persons Units" at either the Sheridan Correctional Center in Sheridan, Illinois, or the Joliet Correctional Center in Joliet, Illinois; the other two plaintiffs, Dothan Rogers and Sebron Floyd, were civil detainees at the time the lawsuit was filed but now are in the custody of the Illinois Department...
